Conservatives oppose Green referendum proposal for council tax rise

Following an announcement by the Green Party on Thursday, January 16 that they intend to hold a public referendum costing almost £250.000 to allow them to set a 4.75% rise in this years council tax, Conservative politicians have been voicing their opposition to the proposal.

Cllr Geoffrey Theobald
Cllr Geoffrey Theobald

Geoffrey Theobald, leader of the Conservative group, said: “This is an irresponsible political stunt – a desperate last minute bid by the Green leadership to appease members of the Green Group who would have voted against their original budget proposals. The Greens quite clearly don’t have the best interests of hard-working council taxpayers in mind.

“They know full well that residents will not go along with this if it comes down to a public referendum – 4.75% is more than double the rate of inflation and just cannot be justified.

“4.75% would be the highest council tax increase in the country and would take us back to the bad old days of double-digit increases imposed on residents by the last City Council Labour Administration.

“We have consistently opposed council tax rises and will continue to push for a freeze. The Government has offered councils extra money to enable them to freeze council tax and it is simply perverse of the Green Administration, backed last year by the Labour Group, to continue turning it down.

“There is simply no need for the Greens to be going down this path. There is still plenty of scope to improve services without going cap in hand to the taxpayer.

“The Council’s independent auditors continue to say that our services are expensive compared to other similar councils. For example, council officers stated in a recent Committee report that adult social care services delivered by in-house Council staff generally do not deliver value for money compared to those delivered by the independent and voluntary sector. Yet the Green Administration, with backing from the Labour Group, is choosing to ignore their own officers’ advice.

“The Greens are claiming that they don’t have enough money to deliver services for the vulnerable yet they are prepared to blow a six figure sum on holding a referendum which in all probability they will lose.

Mike Weatherley, MP

Mike Weatherley, the Conservative MP for Hove and Portslade, is also unhappy at the proposals to hike council tax by 4.75% – the highest rise in the country.

In order to push through a tax rise this high a referendum of Brighton & Hove residents must be held as a rise of more than 2% triggers a referendum which would cost almost £250,000.

Mike said: “The Green administration really is in for a shock as it prepares to waste an inordinate amount of money on a referendum to see if the residents of Brighton & Hove wish to pay more tax. Any budgetary problems that Brighton & Hove City Council has are down to waste, spending priorities and gross mismanagement. Throwing more hard-working tax payers’ money at the Greens’ inability to manage the city certainly won’t fix things.”

He added: “If the referendum on more taxes does go ahead, it will be a referendum on the Greens’ popularity in Brighton & Hove. Given the disdain that residents have expressed at debacles such as bins not being collected, blanket 20mph speed limits, sky-high parking charges and a failure to tackle major projects, my constituents will not be happy. A tax rise like this is an affront to hard pressed families and pensioners. The Greens are showing incredible arrogance to ask residents to pay for their mismanagement.”

Simon Kirby, MPSimon Kirby, MP for Brighton Kemptown & Peacehaven, has branded the proposals as irresponsible and a costly gimmick.

He said: “The previous Labour administration doubled council tax but I would call on Labour councillors to now abandon their previous policy of supporting council tax increases in the city and join with the Conservatives in opposing this huge hike. Council tax is one of the biggest bills faced by many of my constituents and this plan by the Green administration for an eye-watering 4.75% rise in bills is outrageous.”

“The Government is doing all it can to help people with the cost of living, for instance by lifting 2.4 million of the lowest earners out of income tax altogether, reducing the average taxpayers bill by £700 and cutting fuel duty. It is also investing in the pupil premium and increasing spending on the NHS, whilst reducing the biggest peace-time deficit in a hundred years.

“If the Government can manage to take such proactive measures to help hard working residents then the City Council should be doing the same here in Brighton.”

“We don’t need an expensive referendum to know that residents in the city would prefer to see the City Council tackling the waste and inefficiencies within the council itself before demanding even more money from local residents.”

“I am sure that residents would prefer to see Council tax frozen when they are already contributing £18 million in parking charges to the City Council in the last year alone.”

Kemptown MP Kirby calls on Council Tories to work with Labour for good of city

Simon Kirby, MP for Kemptown & Peacehaven is calling on Conservative councillors on the city council to work with Labour councillors to sort out the damage caused by the Green administration to the city.

Following an announcement by the Green Party yesterday to hold a referendum on their proposed council tax increased of 4.75%, Cllr Warren Morgan, leader of the Labour and Co-operative group announced his intention to table a ‘no confidence’ vote in the Green administration at a council meeting on Thursday, January 30.

Simon Kirby, the Member of Parliament for Brighton Kemptown, responded quickly today and is urging his Conservative colleagues on Brighton and Hove City Council to put party politics aside for the good of the city and to work with the Labour Party to get rid of the Green administration who he says: “have so abysmally failed local residents and businesses”.

Simon said: “At a time when individuals and families are having to make tough decisions, they expect their council to do the same, not hike up their bills.

“The bonkers proposal to raise Council Tax by 4.75% is just the latest decision which shows how damaging this Green administration has become for the city, following on the heels of the parking charge increases, 20mph debacle, bin disputes and countless others.

“Whilst this is clearly a decision for the councillors to make, I am calling on the Conservative group to put party politics aside for the good of the city and support the Labour motion of no confidence in the Green administration and for both parties to agree to take the government money on offer to freeze Council Tax this year.

“I know this will require Labour to abandon their previous support for Council Tax increases but I am hopeful they will be willing to do so in the interests of residents.

Mr Kirby has launched a survey on this issue. To complete, CLICK HERE:

Over 80% of respondents so far have declared they have “no confidence” in the Greens and 60% support a Council Tax freeze.”

The Conservative Group are due to meet on Monday, January 20. A similar offer by the Conservative last year was rebuffed by Labour.

LGBT History Month – Music and Musicians

The lives of four major musical figures will be celebrated during LGBT History Month in February. The theme this year will be music and musicians.

LGBT History Month

Through performances and educational events in schools, colleges and arts venues across the UK, the often remarkable lives and works of lesbian, gay, bisexual and transgender (LGBT) musicians in challenging prejudice, breaking down stereotypes and producing fabulous music will be celebrated.

The quartet of musicians chosen all have very interesting stories.

Benjamin Britten is regarded as one of the central figures of 20th century British classical music. It was the 100th anniversary of his birth in November 2013, but the main reason for the choice was that kids would normally think about him in the context of his music not his sexual orientation.

Angela Morley, the Emmy award-winning film and TV composer who wrote the theme to Dallas, had perhaps the most remarkable life of the four. She was born Walter “Wally” Stott in Leeds in 1924 and became a highly rated alto sax player. But in 1972 he had a sex change operation in Scandinavia and came back as Angela Morley.

Bessie Smith is regarded as one of the greatest blues singers in history. As a child she busked in the street to make money for her impoverished family, but the bisexual Smith went on to become the highest paid black entertainer of the day.

Dame Ethel Smyth was born in 1858. Her work The Wreckers is considered one of the most important later English operas. But she is best known for her involvement with the Suffragettes.

LGBT History Month’s creator, Sue Sanders, said of the event: “The whole point of the month is to make LGBT people visible, because if you don’t say people are LGBT it would be assumed they are straight.”

Hove MP Weatherley says: ‘The Music Industry Needs to be More Accessible to the Deaf and Disabled’

Mike Weatherley, the Conservative MP for Hove and Portslade, has met with representatives from Attitude is Everything, a charity which supports the music industry to make live music events more accessible.

Mike was keen to help promote this important issue and has asked the Chief Executive of Attitude is Everything, Suzanne Bull, to become a judge on his Rock the House competition panel.

Rock the House, a music competition launched by Mike to raise awareness of Intellectual Property and live music, has also updated the criteria for the ‘Best Music Venue’ to include access and facilities for deaf and disabled people.

Attitude is Everything is concerned that ticketing abuse is having a detrimental effect on the availability of suitable tickets for deaf and disabled music fans and is shortly to release a ‘State of Access’ report, which will focus on this issue. As well as linking Attitude is Everything with the Hove-based Noise Abatement Society, Mike has invited representatives from Attitude is Everything to give evidence at the All Party Parliamentary Group (APPG) on Ticketing Abuse, of which he is a co-chair.

Mike said: “I was delighted to be able to help Attitude is Everything raise a number of important issues that affect deaf and disabled people and look forward to welcoming the charity to parliament again. I hope that by joining the judging panel on Rock the House and having changed our criteria for venues we can also draw attention to the needs of a committed group of music fans.”

Suzanne Bull, Chief Executive of Attitude is Everything, added: “I’m delighted that Attitude is Everything has been asked to assist Rock The House 2014 to get more Deaf and disabled people musicians involved in the competition. This is an exciting opportunity for the artists that we support, nurture and promote to showcase their talent. I’m also very much looking forward to being a Judge on the Best Live Music Venue category and this will help raise awareness of how straightforward it is for live music venues to improve their access when they sign up to our Charter of Best Practice.”

Nick Clegg MP was joined by staff, volunteers and service users from across the HIV and sexual health charity, along with MPs, local councillors, and public health officials.

In his speech, the Deputy Prime Minister called for a continued focus on driving down rates of undiagnosed and late-diagnosed HIV in the UK, saying he believed that it should be entirely possible to halve rates within the next five years. He also reminded attendees of the importance of high-quality sex and relationships education in schools.

TV presenter Dr Christian Jessen spoke to attendees about the ongoing discrimination faced by many people living with HIV, and the role Terrence Higgins Trust plays in empowering people with the condition.

Paul Ward, Acting Chief Executive at Terrence Higgins Trust, said: “We’re hugely grateful to the Deputy Prime Minister for hosting this reception, and to everyone who came along and made the event such a success. Hove MP Weatherley says: ‘Conservatives Will Reverse Green Speed Trial Ban’

The Conservative MP for Hove and Portslade Mike Weatherley is backing local Conservatives in reversing a Green ban on the historic Speed Trials on Madeira Drive should the council agree it later this month.

Mike Weatherley, MP
Mike Weatherley, MP

A meeting to discuss the future of the Speed Trials is to be held on Thursday, January 23. In an initiative led by Ken Norman, Brighton and Hove conservatives are in support of the continuation of the Speed Trials and have agreed they will allow the trials to continue, if in control of Brighton and Hove City Council.

A popular petition on the Brighton and Hove City Council website has received nearly 8,000 signatures showing local support for the continuation of the Speed Trials.

The world famous event is run by the Brighton and Hove Motor Club (BHMC) began in 1905 making it one of the longest running motor sport events in the world. The event showcases a wide range of cars and motorbikes racing along Madeira Drive on Brighton’s historic beachfront.

Mike said: “The Speed Trials are a local institution which, understandably, has a huge following across the South East. Of course motor sports by their very nature are dangerous, but along with tens of thousands of fellow enthusiasts, I’ve always loved going down to watch the races on a sunny afternoon by the sea. Given the overwhelming support for the Speed Trials, I hope that the Green administration will take note of calls from residents to allow the event to continue.”

Master plans for future of Stanmer Park

Plans are being drawn up to enhance and improve Stanmer Park to restore the historic buildings and create an impressive gateway into the South Downs National Park.

Stamner Park

The council is working with the South Downs National Park Authority, Stanmer Preservation Society and other interested parties to discuss plans about restoring, protecting, and enhancing the estate over the next 10 years. The conclusion of these discussion will form a bid to be presented to the Heritage Lottery Fund.

Investigations began into potential restoration and enhancement in April 2012, and in June 2013 hundreds of residents took part in an information gathering exercise to determine how many people used the park.

Residents will also be given the opportunity to further voice their opinions as Members of Brighton and Hove City Council Environment and Transport Sustainability Committee have given permission for consultations to be held.

These consultations will begin in March with a foresight of a bid being presented to the Heritage Fund under the Parks for People fund next August.

The Stanmer Estate and Country Park has a history dating back to the 18th century, and is home to a community of residents in Stanmer Village and cottages, as well as being a base for several businesses and organisations.

Cllr Pete West
Cllr Pete West

Cllr Pete West, chair of the environment, transport and sustainability committee said: “Stanmer Park Estate is well loved by residents who are keen to see it restored and enhanced for future generations. With its beautiful setting and historic buildings, the park has huge potential to become an exciting and vibrant gateway to the new national park.

“We know there is widespread support from local people keen to contribute to any plans, and I am keen to move forward with a bid to attract vital funding to support this exciting project.”
